Yes the play dough and loose parts is enough for 2 kids to play together.
Id honestly say for sure two kids but if they are at an age of collaborative play you could easily let them share with multiple kids. We ordered boxes off the website too and those have slightly less than what comes with the subscription and even with the somewhat smaller ones theres enough characters for three to four kids to actively play after building their little setups. My five-year-old daughter and I really enjoyed this box! She loves reading and play dough, and this was a great combination of literacy, sensory and pretend play for her. I love that I have not heard of the book before. We love to read and have a substantial library of children’s books at home, so I enjoy being introduced to new books rather than just seeing some of the classics. We are looking forward to next month’s box!
